We did not answer your question in 2021 (i.e. how running clearance between the shoes and drum occurs when the brake pedal is released). The answer is in the attached pdf, from Newnes Motor Repair book 3. To work, the adjuster bar should be able to slide against the friction plates and tension of the castle nut.
