You are, I think, being rather over specific in terms of specifying a 403 steering wheel. As far as I am aware Bristols used exactly the same steering wheel right up to the 410s.
I presume your steering wheel has succumbed to Bakelite rot, which I fear they all will eventually, as Bakelite is based on organic compounds. Making Bakelite stinks. As a young man one of my routes to work took me past Bluemels, where they were originally made, which stank, and at work there was also a Bakelite shop, which fortunately only operated on Mondays in those days but also stank.
Enough of such things. May I suggest you make contact with Charlie Russel, mailto:vsc_engineers@lineone.net, 01373 832220, 07714 330683 who has, as I understand it, developed the facility to re mould Bristol steering wheels of the pre 411 type around the original metalwork, using modern and hence less smelly materials.
