I thought the 313 and 318 "A" series "Poly" engines were pretty much identical other than the fact that the 318 had a 30 thou wider cylinder bore. The 313 being a Canadian engine while the 318 was built in the UA.

Are there other subtle differences?

The engine number would tell us immediately.

First impressions from the photos suggest that a restoration of this car could cost much more than it would to buy one in good condition. I know you expect that with many restorations but this looks to be in a particularly bad way.
