Default 408 front seat - should seatback lock upright?

I am pretty sure from examining the seats that the answer is 'no' but: do the front seat uprights lock in place or are they free to pivot forward at all times?

The answer is no, non locking front seats were on all cars up to and including the 410, locking were introduced on the 411.
